Civic Platforms

Every government agency has its own processes for running a community: issuing permits, reviewing plans, inspecting construction, enforcing codes and licensing businesses. Most cities and counties manage that work in software known as a civic platform, sometimes called a land management or community development system.

A handful of vendors dominate this space, including Accela, CentralSquare (whose public portal is eTRAKiT), Tyler Technologies (EnerGov) and OpenGov. Newer entrants like GovWell are gaining ground with smaller jurisdictions. Each takes a different approach, but they're all trying to answer the same long-standing question: why does it take government so long to get things done?

Why Civic Platforms Exist

For decades, residents, contractors and agency staff have navigated paper forms, counter visits and disconnected systems to get even simple things done. Applying for a permit, submitting documents, scheduling an inspection or checking where an application stands could mean several phone calls, trips to city hall and weeks of waiting.

Civic platforms set out to change that by bringing the work online and into one system. A typical platform lets an agency:

  • Accept applications online, with document uploads and fee payments

  • Route work across departments so building, planning, fire and public works can review in parallel

  • Track every case by address or parcel, building a shared history staff can rely on

  • Report on performance, such as review times, backlogs and revenue

For residents, that means fewer trips. For staff, it means less paperwork.

Where Civic Platforms Fall Short

A civic platform is the agency's system of record. It's very good at storing permits, cases and their history. But much of the day-to-day work happens around it: in the field, on the phone, in spreadsheets and in GIS. That's where most agencies still lose time.

Common challenges include:

  • Long, costly projects. Implementing, upgrading or replacing a platform can take a year or more, and projects stall when staff are stretched thin.

  • Built for records, not for the day. Platforms store the work well but rarely help run it: deciding who goes where, in what order, and keeping everyone waiting informed.

  • Disconnected systems. GIS, spreadsheets, email and the platform rarely talk to each other, so staff re-enter the same data in several places.

  • Field work that lags behind. Inspectors and field staff often work from printouts or a laptop in the truck, and results reach the system hours or days later.

  • Portals the public avoids. When residents and contractors can't easily find a permit or see what happens next, they call or come to the counter.

  • Little visibility for leaders. Backlogs and turnaround times are hard to see without exporting data into a spreadsheet.

The result is that many agencies have modern software and still face the same backlogs, delays and phone calls.

Who Perspecs Is

Perspecs is an operations platform for local government. It connects to the civic platform an agency already uses and gives staff, field teams and the public one live picture of the agency's work, without a rip-and-replace project.

Perspecs keeps its copy of the agency's records in sync with the civic platform throughout the day and writes results back, so the system of record stays complete. Parcel boundaries and map data come straight from the agency's GIS. Agencies without a full civic platform can start from the records they already keep, even a spreadsheet.

Our two co-founders, Albert Salvador and Phuong DeVries, have a combined tenure of over 50 years of experience in city government within various departments. They have seen first-hand how slow government is even with the current technology out there. So they founded Perspecs to help make life easier for both agency staff and citizens.

What Perspecs Does

For agency staff

  • See permits, inspections and requests across the agency on a map, down to the parcel

  • Triage incoming requests and assign them with drag and drop

  • Plan routes by zone, optimized automatically, with arrival estimates

  • Give supervisors and leadership daily reports and a full history

  • Control access by role and by agency, so each person sees what their job requires

For field teams

  • A mobile app showing each inspector's day in route order

  • Status updates from the field (on the way, on site, result), so the office always knows where things stand

  • Findings and photos captured on site and turned into a report automatically, then emailed to the people who need it

For residents and contractors

  • A public portal for each agency to look up permits by address, parcel or permit number, on a map

  • Online inspection scheduling based on the agency's real availability

  • Live status and email updates when something changes

  • Results and inspector comments for permit holders as soon as they're recorded

  • Announcements from the agency, shown where people will see them

Built to grow with the agency

Many agencies start with inspections and permit visibility, because that's where residents and staff feel delays first. The foundation underneath applies to much more of an agency's work: records kept in sync with the civic platform, parcel and map data, field work, and a public portal. We expand Perspecs alongside the agencies we work with.

How We Work With an Agency

1. Discovery We meet with staff across departments to learn how work flows today: how requests come in, who assigns them, how field staff plan their day, what residents call about, and what leadership wants to measure.

2. Connect We connect Perspecs to the agency's civic platform (or spreadsheet) and GIS. Records, parcels, addresses, inspection types and history flow in automatically and stay in sync. Nothing is replaced, and staff keep using their civic platform for the work it already does well.

3. Configure Together we set up scheduling windows, inspection types, zones, departments, notifications and the public portal. Then we invite staff with the right roles. Access is by invitation only.

4. Train and launch We train administrators, schedulers and field staff on what matters for their role, and help the agency tell residents and contractors about the new portal.

5. Support and improve Syncing runs continuously and results flow back to the civic platform. Improvements reach every agency as they're released, with no upgrade projects.

What an Agency Can Expect

  • No rip-and-replace. Perspecs works with the civic platform you already have, and your records stay in your system of record.

  • Your involvement: a project lead on the agency side, plus input from staff during discovery, configuration and training.

  • Timeline: 3-4 weeks of training/implementation.

  • Communication: Weekly check-ins and milestone trackers.

  • Security: staff tools are limited to agency staff, with roles checked agency by agency. The public portal shows only public information.

Getting Started

Whether your agency runs Accela, keeps its records in spreadsheets, or is somewhere in between, Perspecs can help you get more from the system you already have.
